MENAなんでもランキング・シリーズ その４：UNCTAD世界投資報告書２０１０年版(1)
(注)本レポートは「マイライブラリー（前田高行論稿集）」に一括掲載されています。
東はアフガニスタンから西はモーリタニアまでのMENA(中東・北アフリカ)２２カ国をいろいろなデータで比較しようと言うのがこの「MENAなんでもランキング・シリーズ」です。「MENA」は日頃なじみの薄い言葉ですが、国ごとの比較を通してその実態を理解していただければ幸いです。
第４回のランキングは、UNCTAD(国連貿易開発会議)が毎年刊行する世界各国の直接投資（FDI）に関する報告書の最新版「World Investment Report 2010」からMENA諸国をとりあげて比較しました。
「World Investment Report ２０１０」について
UNCTADの「World Investment Report ２０１０」は、外国直接投資(Foreign Direct Investment, 以下FDI)の最新の状況を世界規模で調査分析した報告書であり対象となっている国は２００以上に達する。（http://www.unctad.org/Templates/WebFlyer.asp?intItemID=5535&lang=1）
本稿ではMENA22ヶ国及びパレスチナ自治区のFDI inflows(直接投資流入額)、FDI outflows(直接投資流出額)、FDI inward stock(直接投資流入残高)、FDI outward stock(直接投資流出残高)の２００４年～２００９年のデータを取り上げ、MENA各国の直接投資の現状を比較することとする。
１． ２００９年のFDI inflows(直接投資流入額)
２００９年のMENA各国の直接投資流入額（以下流入額）の総額は９３７億ドルであった。この額は同年の日本の流入額(１１９億ドル)の約８倍であるが、米国（１，２９９億ドル）の７割程度で、中国（９５０億ドル）とほぼ同じ規模である。因みにMENAの流入額は全世界の合計額１兆1千億ドルの８．４％を占めている。（詳細は表「2009年FDI Inflows(対内直接投資)」http://menadatabase.hp.infoseek.co.jp/5-4aFdiInflow2009.xps参照）
国別ではサウジアラビアが最も多い３５５億ドルであり、サウジ一国でMENA全体の３８％を占めている。第２位以下で流入額が５０億ドルを超えているのはカタール（８７億ドル）、トルコ(７６億ドル)及びエジプト（６７億ドル）であるが、いずれもサウジアラビアの４分の１乃至５分の１以下にとどまっている。これら上位４カ国でMENAの直接投資流入額の３分の２近くを占めている。５位以下はレバノン（４８億ドル）、UAE(４０億ドル)、イスラエル(３９億ドル)、スーダン(３０億ドル)、イラン（３０億ドル）である。
１０位のアルジェリアから１３位のオマーンまでは流入額が２０億ドル台であり、１４位チュニジアから１７位イラクまでは流入額１０億ドル台である。１８位から２３位までの流入額は非常に少なく、バハレーン(２．６憶ドル)、アフガニスタン（１．９億ドル）、クウェイト（１．５億ドル）イエメン(１．３憶ドル)、パレスチナ自治区(３千万ドル)、モーリタニア（-４千万ドル）となっている。なおモーリタニアの流入額がマイナスとなっているのは、２００９年中に流入額を上回る投資の引き揚げ額があったためである。これらの国々のうちアフガニスタン、イエメン、パレスチナ自治区は治安の悪さが外国投資家から敬遠される理由と考えられる。
クウェイトはサウジアラビア、カタール及びUAEなど同じGCC産油国に比べて流入額が極端に少ない。同国は世界有数の産油国であり豊かな財政力を誇り、また治安も良好であるにもかかわらずサウジアラビアの２５０分の１、カタールの６０分の１、UAEの３０分の１にとどまっている。クウェイトは外国の資本と技術による国内産業の活性化を図ろうと努力しているが、政府と国会が不毛の対立を繰り返して国家発展のビジョンが欠けている。むしろ同国は３章(FDI Outflow、直接投資流出額)で触れるように豊富なオイルマネーを国内ではなく外国に投資する金融立国の様相を呈している。他のGCC産油国が国内産業の振興と外国への投資を両立させていることに比べるとクウェイトのFDIの直接投資の性格は極めて特異である。
２． ２００４－０９年の直接投資流入額の推移

MENA地域の２００４年から２００９年までの流入額は０４年の２６２億ドルが２００５年以降急激に増加し、０５年６１７億ドル、０６年には１，０７６億ドルに達している。この間全世界の投資額も増大しているがMENA地域の伸び率は世界平均を上回っており、その結果、世界全体に占めるMENAの割合も０４年３．７％、０５年６．４％、０６年７．４％と増大し、投資対象地域としてのMENAの存在感が高まりつつあった。
０８年は前年の米国サブプライムショックの影響により全世界の流入総額は０７年の２．１兆ドルから１．８兆ドルに急減したが、ドバイなど湾岸諸国は未だ影響が及ばずMENAの流入総額は前年より１２％増加（１，２７５億ドル）しており、世界に占める比率も７．２％となっている。
２００９年に入ると前年９月のリーマンショックの影響が現れMENA全体のFDI流入額は３０％近く減少し９３７億ドルとなった。しかし世界全体ではそれ以上に減少しており、その結果MENAの世界全体に占める割合はむしろ高まり過去最高の８．４％に達している。
２００９年の流入額上位７カ国（サウジアラビア、カタール、トルコ、エジプト、レバノン、UAE及びイスラエル）の過去６年間の推移を見ると（図http://menadatabase.hp.infoseek.co.jp/5-4cFdiInflowInSaudiEgyptIs.gif参照）、２００４年にわずか１９億ドルにすぎなかったサウジアラビアは、０５年に６倍強の１２１億ドルとなり、その後も０６年１８３億ドル、０７年２２８億ドル、０８年３８２億ドルと急膨張している。２００９年は落ち込んだが、それでも３５５億ドルを記録しており、２位のカタール(８７億ドル)以下を大きく引き離している。
カタールの流入額は２００４年は７カ国中で最も少ない１２億ドルであったが、２００６年には３倍の３５億ドルに急増、０７年は４７億ドルに達した。０８年はわずかに減少したが、０９年は他のMENA諸国が軒並み減少する中で前年倍増の８７億ドルを達成、サウジアラビアに次ぐMENA第２位の流入国となった。
２００４年時点で流入額８４億ドルと他のMENA諸国を圧倒していたUAEは、０５年から０８年まで１００億ドル台の流入額を維持していたが２００９年には前年比３分の１以下の４０億ドルに急減、MENA第６位に転落している。
トルコ及びエジプトもUAEと同じような傾向を示し２００７年をピークとして２年連続で減少している。トルコの場合は２００６年にはサウジアラビアを抜いてMENA１位になったこともあるが、同国の０９年のFDI流入額はサウジアラビアの５分の１の７６億ドルに落ち込んでいる。イスラエルの流入額は１８億ドル(０４年)→４９億ドル(０５年)→１４８億ドル（０６年）→８８億ドル(０７年)→１０９億ドル(０８年)→３９億ドル(０９年)と大きな振幅を繰り返している。
