アブダビ執行評議会改造の真相？(上)

　昨年12月12日（ヒジュラ暦1432年1月[ムハッラム] 5日）、アブダビの最高意思決定機関である執行評議会(Abu Dhabi Executive Council)が改組された。執行評議会の任期は2年(ヒジュラ暦)であり、前回の改造は2009年1月6日（ヒジュラ1430.1.9）に行われている。

　UAE（アラブ首長国連邦）は7つの首長国で構成されているが、それぞれの首長国に執行評議会がある。執行評議会は各首長国の支配家が中核を占めており、アブダビの場合はナヒヤーン家である。その意味ではアブダビ執行評議会はアブダビ首長国の内閣であると同時にナヒヤーン家一族によるアブダビ支配の象徴でもある。

UAEでは外交、軍事は連邦政府が担っているが、その他内政全般は各首長国の権限が強い。その中で豊かな石油資源を有するアブダビが連邦政府の財政を支えている。これまで各首長国の自主性が尊重されてきたため、ブームに乗って驚異的に発展したドバイが脚光を浴びてきたが、バブル崩壊によりドバイはアブダビに救済を求め、UAE連邦におけるアブダビの存在感が一層大きくなっている。このためアブダビ執行評議会の改造が注目を集めている。

今回の改造は大きく二つの点で前回と異なっている。一つは評議会メンバーの人数が前回の18名から4名減少し14名となったことである。そしてもう一つの注目点はこれまで9名いたナヒヤーン家の王族が今回は5名にとどまったことである。つまり前回は王族がメンバーの半数を占めていたが、今回は3分の1強にすぎない。王族メンバー5名の構成は再任4名、新任1名である。即ち今回の改造で5名の王族が評議会メンバーから外れた。

2004年に即位したハリーファ現首長はザーイド前首長の息子であり、UAE連邦政府の大統領を兼務している。ザーイド前首長には6人の王妃との間にハリーファを含め19人の男子がいる。ハリーファはその長男であり、次々弟のムハンマドが皇太子で彼は執行評議会の議長を兼務している。二人の間にスルタン（ザーイド2男）がおり、2009年5月まではUAE連邦の副首相であったが、連邦内閣改造により閣外に去り、替わってサーイフ（ザーイド9男）及びマンスール（ザーイド13男）の両名が連邦副首相に任命されている。

ハリーファ首長、ムハンマド皇太子、スルタン前連邦副首相、サーイフ現連邦副首相はいずれも母親の異なる異母兄弟である。またマンスール現連邦副首相はムハンマド皇太子の同母弟である。そしてハリーファ首長、スルタン前連邦副首相には同母の兄弟がいない（つまり実質的な一人息子）であるが、ムハンマド皇太子はマンスール連邦副首相を含め6人の同母兄弟があり、またサーイフ連邦副首相にも5人の同母兄弟がいる。このように現在のハリーファ家を構成するメンバーは多重多層の複雑な関係にある。このような関係はナヒヤーン家の異母兄弟間で権力をめぐる駆け引きが日常的に行われている可能性をうかがわせる。
