（MENAなんでもランキング・シリーズ　その５）

　中東北アフリカ諸国は英語のMiddle East & North Africaの頭文字をとってMENAと呼ばれています。MENA各国をいろいろなデータで比較しようと言うのがこの「MENAなんでもランキング・シリーズ」です。「MENA」は日頃なじみの薄い言葉ですが、国ごとの比較を通してその実態を理解していただければ幸いです。なおMENAの対象国は文献によって多少異なりますが、本シリーズでは下記の１９の国と１機関（パレスチナ）を取り扱います。（アルファベット順）

　アルジェリア、バハレーン、エジプト、イラン、イラク、イスラエル、ヨルダン、クウェイト、レバノン、リビア、モロッコ、オマーン、パレスチナ自治政府、カタール、サウジアラビア、シリア、チュニジア、　トルコ、UAE（アラブ首長国連邦）、イエメン、

　これら１９カ国・１機関をおおまかに分類すると、宗教的にはイスラエル（ユダヤ教）を除き、他は全てイスラム教国家でありOIC（イスラム諸国会議機構）加盟国です。なおその中でイラン、イラクはシーア派が政権政党ですが、その他の多くはスンニ派の政権国家です。また民族的にはイスラエル（ユダヤ人）、イラン（ペルシャ人）、トルコ（トルコ人）以外の国々はアラブ人の国家であり、それらの国々はアラブ連盟(Arab League)に加盟しています。つまりMENAはイスラム教スンニ派でアラブ民族の国家が多数を占める国家群と言えます。

　第５回のランキングは毎冬のスイス・ダボス会議の主催者として知られる「世界経済フォーラム(World Economic Forum, WEF)が最近発表したエネルギー構造効率指数(2014年版)についてMENA諸国をとりあげて比較しました。

１．エネルギー構造効率指数について
　エネルギー構造効率指数(Energy Architecture Performance Index, EAPI)は、 各国のエネルギー事情について調達・供給体制や経済性、環境負荷を総合的に評価したものである。指数は下記の3分野、18項目から算出されている。

１． Economic growth and development
a. Efficiency
(1) Energy intensity (GDP per unit of energy use (ppp US$ per kg of oil equivalent))
b. Lack of distortion / affordability
(2) Degree of artificial distortion to gasoline pricing (index)
(3) Degree of artificial distortion to diesel pricing (index)
(4) Electricity prices for industry (US$ per kilowatt-hour)
c. Supportive / detracts from growth
(5) Cost of energy imports (% GDP)
(6) Value of energy exports (% GDP)

２． Environmental sustainability
d. Share of low-carbon fuel sources in the energy mix
(7) Alternative and nuclear energy (% of total energy use, incl. biomass)
e. Emission impact
(8) CO2 emissions from electricity production, total/kwh
(9) Methane emissions in energy sector (thousand metric tones of CO2 equivalent)/total population
(10) Nitrous oxide emissions in energy sector (thousand metric tones of CO2 equivalent) /total population
(11) PM10, country level (micrograms per cubic metre)
(12) Average fuel economy for passenger cars (1-100 km)

３． Energy access and security
f. Level and quality of access
(13) Electrification rate (% of population)
(14) Quality of electricity supply (1-7)
(15) Percentage of population using solid fuels for cooking (%)
g. Self-sufficiency / multi-lateral markets
(16) Import dependence (energy imports, net % energy use)
(17) Diversification of import counterparts (Herfindahl index)
